  Dan Dubell, President
Born: July 15, 1961 in Baltimore, MD

Graduated: Baltimore Polytechnic Institute
Dan Dubell is the President and founder of International CARE, Inc. In March of 2001, God touched Dan’s heart with the idea to start a foundation that would provide resources to families who are seeking to adopt international children from orphanages. Since that time, the foundation has become fully functional and has succeeded in helping several children to be adopted into loving families. This foundation operates with very little overhead and its only “employees” are volunteers. This allows I CARE to help more families with their adoption expenses and give more orphans a loving home.

In addition to his work with I CARE, Dan is also a full-time businessman. In January of 2003, Dan’s career changed and he became the Director of Operations for the East Coast Office of Tentmakers Missionary Fellowship, a company whose goal is to honor missionaries who are committing their lives to reaching the lost. Prior to joining Tentmakers, Dan was the Director of Operations for Aarsand & Company, a family owned and operated business, specializing in the management of over 50 Taco Bell, KFC, & Pizza Hut restaurants. Dan worked in the fast food industry since he was 15 years old with only brief gaps for other ventures, such as working in the floral industry, both wholesale and retail, owning his own Numismatic business, and owning his own candy fundraising business.

Dan was involved in Youth Ministry for 6 years from 1980 to 1986 and is currently on the Pastoral staff at Grace Community Church, where he became an ordained minister in January of 1994.

Dan and his wife Kathy were married in 1985 and have 7 children.



  Tracy Smith, Secretary
Born: May 14, 1970 in Baltimore, MD

Tracy Smith serves on the Board of Directors of International Care, Inc. as both the Secretary and an adoptive mother. Her full time career is that of a stay-at-home Mommy for her two children, both of whom were adopted from Moscow, Russia. Stephen Aleksandr is 4 1/2 and was adopted in 1999 and Abigail Lana is 20 months and was adopted in 2002. Her other role on the home front is to serve and support her husband, Matthew, who is a pastor at Grace Community Church in Kingsville, Maryland.

In 2002, she began homeschooling her son Stephen and hopes to continue to homeschool both of her children through the elementary and middle-school years. She remains very involved in her local church through serving in the children's ministry, teaching in the pre-school class at the homeschool co-op group, as well as helping out with some administrative duties for the church office.

Prior to becoming a mother, Tracy served as an administrative assistant for her local church, Grace Community, where her husband serves on the pastoral team. Before she was offered her “dream job” at Grace Community Church, she worked for five years at a small, successful company where she learned many important skills that would later be of great service to her work at Grace Community.

Tracy has always had a passion for missions and has traveled to serve in various ways to places such as Nicaragua, New Mexico, Jamaica (not the tourist parts!), Lebanon, and most recently she visited her dear missionary friend in Amman, Jordan. Through seeing the plight of children and the immense poverty in many of these places, she and her husband developed a desire to adopt a child internationally. After much research and counsel, Tracy and Matt proceeded with a Russian adoption. In June of 1999 they traveled to Moscow Russia to adopt their son Stephen Aleksandr who was 13 months at the time. The experience was life changing for them and while in Russia, they knew that they would be back again for a second adoption. With their hearts set on a little girl, they returned as a family (Stephen went with them) just three years later in April 2002 to adopt 11 month year old Abigail Lana. Through spending over 4 weeks in Russia as a result of their two adoptions, and learning and seeing the great needs first hand, Tracy's passion for international adoption has only increased. Over the last several years she has had the opportunity to assist many people with their adoption plans by answering questions, sharing her experiences, and just being available to them via phone or email. Serving on the board of I CARE is a true privilege for her and she is thrilled that she has an opportunity to serve alongside of others with a passion to see orphans adopted into loving families.

Tracy and her husband, Matt, were married in 1994 and have 2 children.


  George Scheeler, Treasurer
Born: December 16, 1958 in Baltimore, MD

George Scheeler has spent the last 25-years in the financial services industry. George spent 10 years at Citibank in Finance and Credit launching the CHOICE card, the fastest growing product for the credit card giant. He then moved to FTI Consulting where he over saw the successful IPO effort for the legal and business consulting company. For seven years, he was the Adjunct Professor of Banking with the Loyola College of Maryland Graduate School of Business where he received a Distinguished Instructor Award. In 1996, George joined Freedom Federal Credit Union where he oversaw a complete face-lift of the organization. The financial institution quickly became the fastest growing credit union in the state of Maryland. It was also citied in 2001 as the best place to bank by the Harford Business Ledger and in Fast Company Magazine for its progressive strategy and leadership principles.

George has spent the last several years in the real estate industry, in the areas of finance, home building and development. George is currently the CFO of Fort Maier Homes.

In 1981, George completed the Shamrock Marathon in Virginia Beach, VA. In 1982, George was published in Trust Investments, an industry periodical. His article on the Gold Standard was cited in the Baltimore Sun by Financial columnist Julius Westheimer.

In 2001, George was ordained as an Elder at his church, Grace Community Church in Kingsville, Maryland, a suburb of Baltimore. He is involved administratively and with their youth ministry. He has coached both club and high school baseball, winning league championships in 2000 and 2001.

George and his wife, Martha, were married in 1980 and have 4 children and one grandchild.



  William E. Hancock, Public Affairs
Born: August 5, 1938 in Newark, NJ

Bill Hancock is a 40-year marketing and public affairs veteran. A former newspaper reporter, columnist and news editor, he also spent nearly 25 years in the paper recycling industry, where he designed and implemented the marketing strategy promoting the three-arrow recycling symbol, the most recognized industrial symbol in the world.

Bill is the president of North American Marketing, LLC a Maryland corporation that has been heavily involved in the implementation of programs supporting a wide range of civic and charitable organizations. In 1980 he was awarded the highest medal the Boy Scouts of America can bestow on a volunteer (The Silver Beaver). Bill is the President of the West Virginia Delta Alumni Association of Sigma Phi Epsilon Fraternity at Davis & Elkins College. He is also active in the school's alumni affairs and in supporting his Presbyterian Church-aligned college, located in Elkins, WV.

Bill is the Flag Lieutenant of the Annapolis Yacht Club, Protocol Chairman and Memorial Day Chairman.

Bill is the Director of Public Affairs for International Care, Inc. where among other responsibilities; he is the editor of I Care's newsletter, Homecoming. This newsletter highlights the adoption stories of families that I CARE has supported.

Bill has four adult children and two grandchildren.
